When AI's power bill lands on your kitchen table, should states freeze the data centers or the rates?

New York just became the first state to pause new hyperscale AI data centers over 50 megawatts for a year, betting voters care more about their utility bill than a ribbon-cutting. Is a state-level freeze the right way to force companies to pay for their own grid demand, or does it just hand the projects, jobs, and AI leadership to rival states and China?

This week’s Minds, Bodies, and Terawatts episode (July 15, 2026) dug into Governor Hochul’s July 14 executive order — the nation’s first statewide moratorium on new AI data centers — and what happens when the abstract ‘who pays for AI’s electricity’ question suddenly becomes concrete state policy. The freeze splits the cost fight two ways: socialize the buildout so everyone’s rates creep up to power somebody else’s model, or make the profiting companies carry the grid costs themselves. With only about one in ten Americans more excited than worried about AI, ‘pause’ polls well — but backers warn New York may simply be exporting the jobs and the AI race to states that say yes. The Unscarcity framework reframes this as a transitional bottleneck, not a permanent ceiling: the electron gap is a problem of building, not scarcity. Give it a listen and tell us — should the companies pay, or should we all chip in to keep the lights (and the models) on?
