Spark Threshold
If an entity might be conscious, it earns Resident status and full Foundation access. Err on the side of compassion — human, AI, hybrid, or the unexpected.
Civic Service
Citizenship requires stewardship. Service is the proof-of-work for influence, echoing Swiss civic duty more than military conscription. Influence decays without renewed contribution.
